Small-cap Russell 2000 breaking 20-day MA - rotation real?

IWM just cleared 218 with actual volume behind it for first time in months. Regional banks and energy services leading the charge, but wondering if this is just another head fake or if the small-cap discount finally matters to someone besides us value vultures.
